Enlarging the Membership of Regional Development Councils
Presidential Decree No. 1291, issued on January 25, 1978, expands the membership of Regional Development Councils in the Philippines to include the President of the Pampook na Katipunan ng mga Barangay. PRESIDENTIAL DECREE NO. 1291
ENLARGING THE MEMBERSHIP OF THE REGIONAL DEVELOPMENT COUNCILS
WHEREAS, the Regional Development Councils have been constituted not only to give technical advice on development but likewise to act as an inter-agency for the purpose of collating, evaluating, coordinating as well as monitoring developments in their respective regions; cdt
WHEREAS, in the over-all developmental thrusts, those in the ultimate analysis actually benefited and/or adversely affected are the various barangays comprising the regions; and
WHEREAS, the need is felt that in said Council, the barangays should be well represented;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree, as part of the law of the land, the following:
SECTION 1. In addition to the present composition of every Regional Development Council, the President of the Pampook na Katipunan ng mga Barangay, as certified to by the Secretary of Local Government and Community Development or his representative, is hereby included therein as additional member thereof.
SECTION 2. As member of the Regional Development Council, he shall be entitled to the same powers, functions and/or privileges as are enjoyed and/or exercised by the members.
SECTION 3. Any provision of law, decree or other issuances as well as executive orders and regulations inconsistent herewith, are hereby repealed and/or modified accordingly.
SECTION 4. This Decree shall take effect upon approval.
