The Department of Foreign Affairs (DFA) has brought to the attention of this Court the invitation from the Undersecretary General for Legal Affairs and United Nations Legal Counsel, Mr. Miguel de Serpa Soares, to nominate suitable candidates for the two (2) vacancies in the roster of judges in the International Residual Mechanism for Criminal Tribunals (Mechanism for brevity). The current roster does not include a judge from the members of the Association of Southeast Asian Nations (ASEAN).
The Mechanism was established by the United Nations Security Council through Resolution 1966 adopted on 22 December 2010. According to its Statute, the Mechanism carries out the functions of the International Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda such as trafficking and prosecution of remaining fugitives, supervision of enforcement of sentences, and conducting and completing all appeal proceedings, review proceedings and retrials. Thus, the United Nations Security Council is looking for candidate judges with experience in criminal law, international law, including international humanitarian and human rights law, pursuant to Article 9 (2) of the said Statute.
In view thereof and upon the letter-referral dated 18 September 2018 of the Judicial and Bar Council requesting the dissemination of the abovementioned concerns, all judges interested in being part of the roster of judges of the International Residual Mechanism for Criminal Tribunals must SUBMIT not later than 8 October 2018, their respective curriculum vitae which shall not be longer than four (4) pages, to the Office of the Legal Affairs (OLA), Department of Foreign Affairs, 2330 Roxas Boulevard, Pasay City, 1300 Philippines.
