Division of Barangay North Bay Boulevard South, Navotas City into Three (3) Distinct and Independent Barangays to Be Known as Barangays NBBS Proper, NBBS Kaunlaran and NBBS Dagat-Dagatan
Republic Act No. 10933, enacted on August 23, 2017, divides Barangay North Bay Boulevard South (NBBS) in Navotas City into three independent barangays: Barangay NBBS Proper, Barangay NBBS Kaunlaran, and Barangay NBBS Dagat-Dagatan. The Act outlines the territorial boundaries for each new barangay and mandates the Commission on Elections (COMELEC) to conduct a plebiscite within 120 days of the Act's effectivity to seek voter approval for the division. Following ratification, special elections for barangay officials will be held, with the expenses covered by the City of Navotas. Existing public infrastructures will be transferred to the new barangays, which will also receive Internal Revenue Allotment shares. The Act will take effect 15 days after publication in two newspapers of general circulation.

AN ACT DIVIDING BARANGAY NORTH BAY BOULEVARD SOUTH (NBBS) IN THE CITY OF NAVOTAS INTO THREE (3) DISTINCT AND INDEPENDENT BARANGAYS TO BE KNOWN AS BARANGAY NBBS PROPER, BARANGAY NBBS KAUNLARAN AND BARANGAY NBBS DAGAT-DAGATAN
SECTION 1. Division of North Bay Boulevard South. — Barangay North Bay Boulevard South (NBBS) in the City of Navotas is hereby divided into three (3) distinct and independent barangays to be known as Barangay NBBS Proper, Barangay NBBS Kaunlaran and Barangay NBBS Dagat-Dagatan. AScHCD
SECTION 2. Territorial Boundaries. — The territorial boundaries of each barangay created in the immediately preceding section shall be as follows:
(1) Barangay NBBS Proper
"Bounded on the Northeast (NE), pts. 1 to 11, by centerline of North Bay Boulevard;
On the Southeast (SE), pts. 11 to 19, by centerline of Estero de Muralla;
On the Southwest (SW), pts. 19 to 24, by Manila Bay; and
On the Northwest (NW), pts. 24 to pt. of beginning, by centerlines of entrance gate road, Navotas Fishport Complex and Lapu-Lapu Avenue;

SECTION 3. Conduct and Supervision of Plebiscite. — The Commission on Elections (COMELEC) shall conduct and supervise the plebiscite to be held in Barangay North Bay Boulevard South in the City of Navotas not later than one hundred twenty (120) days from the effectivity of this Act.
The expenses for the plebiscite shall be borne by the City of Navotas.
SECTION 4. Special Election of Barangay Officials. — The first set of officials of the barangays created under Section 1 hereof shall be elected within ninety (90) days from approval by majority of the votes cast in a plebiscite held for the purpose.
The COMELEC shall conduct and supervise the special elections to be held in Barangay NBBS Proper, Barangay NBBS Kaunlaran and Barangay NBBS Dagat-Dagatan in the City of Navotas within sixty (60) days after the ratification of this Act in a plebiscite.
The expenses for such special elections shall be borne by the City of Navotas.
The incumbent barangay officials of Barangay North Bay Boulevard South shall continue to hold office and administer barangays NBBS Proper, NBBS Kaunlaran and NBBS Dagat-Dagatan until such time that the officials of the newly created barangays have been duly elected and qualified.
SECTION 5. Public Infrastructures and Facilities. — All existing public infrastructures and facilities for public use existing therein at the time of the approval of this Act are hereby transferred without cost or compensation to and shall be administered by the new barangays.
SECTION 6. Internal Revenue Allotment Shares. — All barangays herein created shall be entitled to Internal Revenue Allotment (IRA) shares pursuant to Section 285 of Republic Act No. 7160, as amended, otherwise known as the Local Government Code of 1991.
SECTION 7. Effectivity. — This Act shall take effect fifteen (15) days after its complete publication in at least two (2) newspapers of general circulation in the Philippines.
