Disciplinary Action Against Certain Officials and Employees of the Department of Education
Letter of Instructions No. 21, issued on October 4, 1972, mandates the Secretary of Education and other relevant officials to implement disciplinary actions against certain officials and employees within the Department of Education. It instructs the immediate dismissal of individuals recommended for such action in the attached reports. Additionally, it states that certain officials, including Mr. Sabino M. Cruz, should be considered as resigned or retired, allowing them to receive any applicable retirement benefits. Compliance with this directive is required without delay.

In order to facilitate the implementation of the program of reforms of the Government, and in relation to your letters dated September 28 and October 2, 1972, recommending disciplinary action against certain officials and employees, who are either facing charges or are notoriously undesirable, in the different offices under the Department of Education, you are hereby directed to take the following actions:
1.) Dismiss immediately all officials and employees recommended for dismissal as contained in your reports which are attached as integral parts of this order.
2.) Consider as resigned or retired without prejudice to receipt of retirement and/or other benefits, if any, the officials and employees enumerated in your reports, including Mr. Sabino M. Cruz who is proposed for transfer to another bureau, which are attached as integral parts of this order. aisa dc
