In line with existing rules and regulations prescribed by the Commander of the Command for Administration of Detainees (COMCAD), it is desired that no summon, interview, interrogation, investigation and/or release from custody of any detainee or detainees involved or in any manner linked to the "Plot to Overthrow the Government" shall be made by any person or agency without my clearance. isa dc
In view thereof, application for visitations of above-mentioned detainee(s) by any person to include foreign dignitaries and members of the tri-media shall be granted only upon my approval. cd i
