Directing the Study of Compensation in GOCCs
Letter of Instructions No. 841, issued by President Ferdinand E. Marcos on March 31, 1979, mandates a study on compensation levels in government-owned or controlled corporations. It emphasizes the need for a uniform salary structure across government entities, particularly in light of rising living costs. Compensation for these corporations should not exceed that of comparable private sector firms, and those requiring government subsidies must adhere to national compensation plans. Additionally, no salary increases are permitted until the Compensation Committees submit their recommendations. All corporations are required to submit their staffing plans to the Ministry of the Budget for finalization of salary adjustments.
