DIRECTING AGENCIES OF THE GOVERNMENT TO PROVIDE FULL SUPPORT FOR KEY PROCESS IMPROVEMENT PROJECTS (PIPS) IN ORDER TO ACHIEVE COMPACT STATUS AS PRESCRIBED BY THE MILLENNIUM CHALLENGE CORPORATION

WHEREAS, the Millennium Challenge Account (MCA), administered by the Millennium Challenge Corporation (MCC), is a bilateral development fund used for financing programs targeted at reducing poverty and stimulating economic growth in developing countries; cDAITS

WHEREAS, the Philippine Government has been exerting efforts for the past years to achieve status as a compact-eligible country in consonance with the eligibility requirements of the MCC;

WHEREAS, there is need to control and eradicate corruption in government bureaucracy;

WHEREAS, the Civil Service Commission and the Office of the Ombudsman are independent constitutional bodies exerting efforts towards combating corruption in the country;

WHEREAS, Executive Order No. 607, s. 2007 as amended by Executive Order No. 607-A, s. 2009, created the Inter-Agency Task Force for the Millennium Challenge Account; TCDHaE

WHEREAS, there is an urgent need to establish our country's commitment in meeting the MCC's eligibility requirements to achieve national competitiveness, economic growth, good governance and human development;

WHEREAS, nine (9) Key Process Improvement Projects (PIPs) have been proposed to significantly contribute to achieving compact status for the Philippines;

WHEREAS, it is necessary that the concerned agencies of the government under each PIP provide full support thereto in order to ensure accomplishment of these PIPs;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order: ASHaDT

SECTION 1. Adoption of Key Process Improvement Projects. — The following key Process Improvement Projects (PIPs), together with their respective government partners, are hereby adopted as concrete roadmaps towards compliance with eligibility requirements for compact status as prescribed by the MCC:

a.	Integrated Logistics Infrastructure Masterplan for Mega Luzon (Region 3, NCR, Region 4A, accounting for 50% of GDP) Towards World-Class Supply Chain Capability
	Lead Partner: Chairman of the Subic-Clark Alliance for Development (SCAD)
b.	Development of LGU "Sparkplugs" to drive 7% p.a. economic growths in their localities via new business activities and reduce dependence on IRA
	Lead Partner: Secretary of the Department of the Interior and Local Government (DILG)
	President of League of Municipalities of the Philippines (LMP)
	President of Union of Local Authorities of the Philippines (ULAP)
	President of League of Provinces of the Philippines (LLP)
c.	Streamlined business permits and licensing system by 120 LGUs to be comparable to the mean of WBs Doing Business Report

SECTION 2. Private Sector Partners. — The Chairman of the private sector of the National Competitiveness Council shall name and coordinate with private sector partner for each.

SECTION 3. Oversight Function of the Chairman of the MCA Task Force. — The Executive Secretary as Chairman of the Inter-Agency Task Force for the MCA, created by Executive Order No. 607 as amended, shall oversee the implementation of these projects. The heads of lead agencies are hereby directed to closely coordinate with said task force.

SECTION 4. Full Support for Key Process Improvement Projects. — All concerned agencies in the Executive Branch are instructed to provide full support including budgetary requirements for the nine (9) PIPs to be undertaken jointly by the government and private groups/stakeholders.

SECTION 5. Formulation of Plans and Implementation by Lead Agencies. — The agencies of the government identified as the government counterpart in the abovementioned PIPs shall endeavor to formulate and submit concrete plans for their assigned projects by July 2009 in preparation for presentation to the MCC and take the lead in implementing their respective projects. SECTION 6.& Participation of Constitutional Bodies and Local Government Units (LGUs) in PIPs. — The Civil Service Commission and the office of the Ombudsman are hereby requested to take the lead in PIPs where they were proposed as government counterparts and to provide funding thereto based on their existing budgets. Concerned local government units are urged to support and actively participate in PIPs that require their involvement and cooperation. The DILG is instructed to coordinate LGU participation.

SECTION 7. Coordination with Private Sectors Partners. — The heads of lead agencies are hereby instructed to closely coordinate with the identified private sector counterparts and the Chairman for the Private Sector of the National Competitiveness Council, in formulating and implementing these PIPs.

SECTION 8. Allocation of Funds. — The Office of the President (OP) and the DBM shall help in sourcing funds for these projects, especially for expenditures that are not covered by the agency's budgets.

SECTION 9.Reportorial Requirements. — All heads of concerned agencies are hereby directed to submit monthly progress reports to the Executive Secretary as Chairman of the MCA Task Force and the communications group to be formed which shall be tasked to formulate the report to the MCC. The MCA Task Force shall further ensure that updates and other reports are provided to third party sources of information for MCC ratings. cHaDIA

SECTION 10. Repealing Clause. — All executive orders, rules and regulations inconsistent with any provision of this Executive Order shall be deemed revoked, amended or modified accordingly.

SECTION 11. Separability Clause. — If any part of this Executive Order is deemed contrary to law, the same shall not invalidate the entire Executive Order and the remaining provisions hereof shall remain in full force and effect.

SECTION 12. Effectivity. — This Executive Order shall take effect immediately.
