LETTER OF INSTRUCTIONS NO. 739

WHEREAS, teachers are primarily engaged in the dissemination of knowledge and information; cdt
WHEREAS, with the educational revolution and the advance of science and technology, there is a need to retrain teachers so as to update their knowledge, capabilities and skills to insure that they are kept abreast with the changing conditions both in education and in their community;
WHEREAS, the Ministry of Education and Culture in coordination with the Civil Service Commission has launched a training program for teachers to update them in fast changes in knowledge, technology and science; cd
WHEREAS, in the pursuit of this program, there is a plan to develop the Teachers Camp in Baguio City into a Teachers Development Center; and
WHEREAS, funds are urgently needed for this purpose and the Government Service Insurance System can provide the necessary financial assistance therefor;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order and direct the Government Service Insurance System to provide and make available to the Ministry of Education and Culture such funds as may be necessary to develop the Teachers Camp in Baguio City into a Teachers Development Center. The Center shall provide training to the existing 269,000 teachers who are members of the Government Service Insurance System and other officials and employees of the Ministry of Education and Culture as well as other teachers and officials and employees of said Ministry who need to be trained in the future. casia
