DESIGNATING SEVERAL PARCELS OF LAND LOCATED IN BARANGAYS SAN FERNANDO, LUTA NORTE AND LUTA SUR, MALVAR, BATANGAS, FOR INCLUSION IN THE EXISTING LIGHT INDUSTRY & SCIENCE PARK IV SPECIAL ECONOMIC ZONE, PURSUANT TO REPUBLIC ACT NO. 7916, AS AMENDED BY REPUBLIC ACT NO. 8748
