MEMORANDUM ORDER NO. 250

EXPRESSING CONCURRENCE AND RATIFICATION IN THE DEPUTATION OF LAW ENFORCEMENT AGENCIES AND OTHER CONCERNED AGENCIES OF THE GOVERNMENT, AS EMBODIED IN COMELEC RESOLUTION NOS. 8142 AND 8143 BOTH PROMULGATED 04 JUNE 2007, IN CONNECTION WITH THE JULY 21, 2007 PLEBISCITE TO RATIFY THE CONVERSION OF THE CITY OF LAPU-LAPU IN THE PROVINCE OF CEBU INTO A HIGHLY-URBANIZED CITY PURSUANT TO PRESIDENTIAL PROCLAMATION NO. 1222 DATED JANUARY 23, 2007

Pursuant to Section 2 (4), Article IX (C) of the Constitution, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby concur with Resolution Nos. 8142 and 8143 of the Commission on Elections (COMELEC), both promulgated 04 June 2007, deputizing the Department of Education (DepEd); Department of Public Works and Highways (DPWH); Department of the Interior and Local Government (DILG), including their secretaries; National Police Commission including its Chairman; and the Philippine National Police (PNP), including its Chief, and all the officers and men under him in the Province of Cebu, for the purpose of ensuring free, orderly, honest, peaceful and credible conduct of the July 21, 2007 plebiscite to ratify the conversion of the City of Lapu-Lapu in the Province of Cebu into a highly urbanized city, pursuant to Presidential Proclamation No. 1222 dated January 23, 2007. The foregoing national and local officials and employees, law enforcement agencies and other instrumentalities of the government, are hereby directed to coordinate and cooperate with the Commission on Elections in the performance of their duties and functions.

This Memorandum Order shall take effect immediately.
