Deputation of AFP, INP and Other Agencies for the Regional Plebiscite in Southwestern Philippines
On March 7, 1977, President Ferdinand E. Marcos issued Letter of Instructions No. 515, authorizing the Commission on Elections (COMELEC) to deputize members of the Armed Forces, ROTC units, the National Integrated Police, and other government officials for the purpose of ensuring free and orderly voting in the upcoming Regional Plebiscite in Southwestern Philippines scheduled for March 17, 1977. This action was taken under the authority granted by the Constitution to maintain the integrity of the electoral process. Those deputized are required to coordinate with COMELEC in executing their duties.

LETTER OF INSTRUCTIONS NO. 515

Upon recommendation of the Commission on Elections and pursuant to Article XII, C, Section 2(4) of the Constitution, I, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the Commission on Elections to deputize, effective immediately, for the purpose of ensuring free, orderly and honest voting in the Regional Plebiscite in Southwestern Philippines to be held on March 17, 1977, members or units of the Armed Forces of the Philippines, including ROTC units and the National Integrated Police; and any department, bureau, office or agency of the government, or officials or employees thereof.
Officers or employees, departments, bureaus, offices, or agencies deputized in accordance herewith shall coordinate with the Commission on Elections in the performance of their task. casia
