Delegation to Secretary of National Defense the Authority to Approve Salvage Permits

Letter of Instructions No. 371Presidential Issuances

Letter of Instruction No. 371, issued on February 9, 1976, delegates the authority to approve salvage permits from the President to the Secretary of National Defense. This follows the framework established in Letter of Instruction No. 263, which allows the Philippine Coast Guard and Bureau of Customs to issue permits for salvaging derelict or sunken vessels and their cargoes. The directive emphasizes the need for decentralization and simplification of administrative processes. Additionally, it stipulates that until a national policy is established, salvage permits will only be granted if they support state security.
