Declaring Without Value Certain Denominations of Documentary and Science Stamps
Presidential Decree No. 1045, issued by Ferdinand E. Marcos on November 5, 1976, declares all existing documentary and science stamps in denominations of ten pesos and above as without value to combat revenue losses from fake or reused stamps. Individuals holding these stamps are granted a three-month period to surrender them to the Bureau of Internal Revenue for a refund of their face value. The decree mandates that taxes on documentary and science stamps of ten pesos or more be paid to authorized personnel or banks, and it preserves any liabilities for violations committed prior to the decree’s enactment. Regulations for implementation will be issued by the Secretary of Finance based on recommendations from the Commissioner of Internal Revenue. The decree takes effect immediately and repeals conflicting laws.
