PROCLAMATION NO. 2418

DECLARING THE MONTH OF JUNE AS "RURAL WORKERS MONTH" AS RECOGNITION FOR THE ADOPTION OF CONVENTION 141 OF THE INTERNATIONAL LABOR ORGANIZATION

WHEREAS, the rural workers constitute a large number of the population of underdeveloped countries, including that of the Philippines;

WHEREAS, the rural workers constitute the majority of the national population whose assimilation and mobilization in the mainstream of economic and social development is imperative for the achievement of a stable and participatory democracy;

WHEREAS, the International Labor Organization, in recognition of the above realities in many underdeveloped countries, adopted ILO Convention 141, concerning the role of rural workers organizations and their role in economic and social development on June 23, 1975;

WHEREAS, the Philippine government, in recognition of the rural workers and their role in national development, has undertaken various initiatives over the years to provide assistance to rural workers, most especially through the ratification of ILO Convention 141 on May 1, 1979;

WHEREAS, it has been ten years since the adoption of ILO Convention 141, which also marks ten years of concern by the Philippine government for the rural workers and their role in economic and social development;

WHEREAS, it is fitting that the Government should grant some measures of recognition to the rural workers and their many activities and successes in national development;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me under the Constitution, do hereby declare that the month of June for this year, and every year thereafter, as a "RURAL WORKERS MONTH", in recognition of the rural workers of the country;

The Ministry of Labor and Employment is hereby directed to undertake such activities as may be necessary in order to give the rural workers the recognition they need through the undertaking of activities in fitting celebration of this month;

IN WITNESS WHEREOF, I have hereunto set my hand and affixed the seal of the Republic of the Philippines.
