Declaring a State of Calamity in Mindanao
Proclamation No. 2022, issued on March 12, 2010, by President Gloria Macapagal-Arroyo, declares a State of Calamity in Mindanao due to severe power supply issues exacerbated by the El Niño phenomenon. While local government units can declare such a state, a presidential declaration is required for accessing national calamity funds. The proclamation mandates the Department of Energy to take immediate action to resolve the crisis and directs all relevant government agencies to implement necessary programs. It also revokes any inconsistent prior issuances and takes effect immediately.
