Declaring 12 December 2020 to 11 December 2021 as the Centennial Year of Manlilikha ng Bayan Salinta Monon

PROCLAMATION NO. 1076

DECLARING 12 DECEMBER 2020 TO 11 DECEMBER 2021 AS THE CENTENNIAL YEAR OF MANLILIKHA NG BAYAN SALINTA MONON

WHEREAS, Section 15, Article XIV of the Constitution provides that the State shall conserve, promote and popularize the nation's historical and cultural heritage and resources, as well as artistic creations;

WHEREAS, Section 2 of Republic Act No. 7355 or the "Manlilikha ng Bayan Act," declares it a policy of the State to preserve and promote the country's traditional folk arts, whether visual, performing or literary, for their cultural value, and to honor and support traditional folk artists for their contribution to the national heritage by ensuring that the artistic skills which they have painstakingly cultivated and preserved are encouraged and passed on to future generations of Filipinos;

WHEREAS, Salinta Monon of the Bagobo Tagabawa community in the Province of Davao del Sur was declared as Manililikha ng Bayan under Proclamation No. 1188 (s. 1998) for attaining the highest level of excellence in the art of abaca-ikat weaving, and for her unwavering dedication and commitment to her craft by fully demonstrating the creative and expressive possibilities of abaca-ikat weaving at a time when such art was endangered;

WHEREAS, the National Commission for Culture and the Arts (NCCA), through the Gawad sa Manlilikha ng Bayan Executive Council, has recommended the declaration of the Centennial Year of Salinta Monon in accordance with its mandate to adopt and undertake measures to promote genuine appreciation among the Filipinos about the valuable and intangible cultural distinction of the Manlilikha ng Bayan;

NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare the period from 12 December 2020 to 11 December 2021 as the "Centennial Year of Manlilikha ng Bayan Salinta Monon."

For this purpose, the NCCA shall lead the observance and celebration of the Centennial Year of Manlilikha ng Bayan Salinta Monon. All other agencies and instrumentalities of the National Government, including government-owned or -controlled corporations and state universities and colleges, are hereby enjoined, and all local government units, and relevant non-government organizations and civil society groups, as well as the private sector, are hereby encouraged to participate and support the NCCA in the implementation of this Proclamation.
