Creation of the Municipality of Tulay-na-Lupa, Camarines Norte

REPUBLIC ACT NO. 7155

AN ACT CREATING THE MUNICIPALITY OF TULAY-NA-LUPA IN THE PROVINCE OF CAMARINES NORTE

SECTION 1. Barangays Tulay-na-Lupa, Lugui, San Antonio, Mabilo I, Napaod, Benit, Bayan-bayan, Baay, Matanlang, Pagasa, Maot, and Calabasa, all in the Municipality of Labo, Province of Camarines Norte, are hereby separated from said municipality to form and constitute an independent Municipality of Tulay-na-Lupa without in any manner affecting the legal existence of the mother Municipality of Labo.

SECTION 2. The new Municipality of Tulay-na-Lupa shall be bounded on the north by Mabilo II, on the northeast by Iberica, on the east by Municipality of San Vicente, on the southeast by Municipality of San Vicente, on the south by the boundary of Camarines Sur, on the southeast by the boundary of Tagkawayan, Quezon, and on the west by Labo River.

SECTION 3. The seat of the new municipality shall be in Barangay Tulay-na-Lupa.

SECTION 4. Except as herein provided, all provisions of laws now or hereafter applicable to regular municipalities shall be applicable to the new Municipality of Tulay-na-Lupa.

SECTION 5. After ratification by the majority of the votes cast in a plebiscite to be conducted in the area or areas affected within a period of one hundred eighty (180) days after the approval of this Act, the mayor, vice-mayor and other officials of the new Municipality of Tulay-na-Lupa shall be elected in the next regular election of local officials. The new municipality shall be considered duly organized upon the assumption of office of the first set of elected local officials.

SECTION 6. The Commission on Elections shall conduct and supervise the plebiscite. The expenses in holding the plebiscite shall be taken out of the Contingent Fund under the current fiscal year appropriations. casia

SECTION 7. Upon the organization of the new municipality, the proportionate share of the new Municipality of Tulay-na-Lupa in the obligations, funds, assets, and other properties of the Municipality of Labo shall be determined by the Provincial Board of Camarines Norte and transferred to the newly created municipality.

SECTION 8. This Act shall take effect upon its publication in at least (2) newspaper of general circulation. cd
