Creation of the Municipality of Carmen, Surigao del Sur
Republic Act No. 6367, enacted on August 16, 1971, establishes the Municipality of Carmen in Surigao del Sur by separating several barrios from the Municipality of Lanuza. The creation of this new municipality is contingent upon a plebiscite, which must take place during the next national or local elections, requiring a majority vote from the qualified voters of the affected barrios. Following a successful plebiscite, the first officials of Carmen will be elected in the subsequent general elections. The Act took effect upon its approval and was published in the Official Gazette on January 10, 1972.

REPUBLIC ACT NO. 6367
AN ACT CREATING THE MUNICIPALITY OF CARMEN IN THE PROVINCE OF SURIGAO DEL SUR
SECTION 1. Barrios Carmen, Malibho, Santa Cruz, Puyat, Antao, Cancaban and Esperanza in the Municipality of Lanuza, Province of Surigao del Sur, are separated from said municipality and constituted into a distinct and independent municipality, to be known as the Municipality of Carmen, same province. The seat of government of the new municipality shall be in the present site of Barrio Carmen.
SECTION 2. The new Municipality shall acquire corporate existence following a plebiscite held at the national or local elections immediately following the approval of this Act wherein a majority of the qualified voters of seven barrios concerned vote affirmatively in favor of the creation of the new Municipality of Carmen.
SECTION 3. The first officials of the new municipality shall be elected in the next general elections following the plebiscite mentioned in Section two hereof. cdt
SECTION 4. This Act shall take effect upon its approval.
