In the exigency of service, and in order to implement the DA-NCIP Collaboration for the Development of Indigenous Peoples (IPs), and Agri-fisheries and their Agribusiness Development in Ancestral Domains, a coordinative body composed of representatives from the DA and the NCIP, shall constitute the National Steering Committee (NSC), the Technical Working Group (TWG), and the Secretariat as follows: HTcADC

FUNCTIONS:
The National Steering Committee shall meet on semi-annual basis and may hold special meetings as deemed necessary. Hosting the meeting may be done by alternate sponsorship by DA and NCIP.
The functions of the NSC are as follows:
1. Act as the integrating and converging force at the national level;
2. Develop linkages and partnership with private sectors, civil society organizations and indigenous people (IP) groups in ancestral domains for collaborativeprojects as well as the mechanism to preserve IP culture in the convergence area;
3. Direct the National Technical Working Group to establish the Agriculture Dialogue Information Network Group (ADING) that serve as venue for information exchange on agri-fisheries and agribusiness development;
4. Provide overall policy directions to enhance the collaboration between the two (2) agencies;
5. Review the fulfillment of commitments of the respective agencies related to the implementation of the collaborative program of DA and NCIP;
6. Approve/ratify implementing rules, regulations and guidelines in support to the DA-NCIP collaborative program;
7. Approves the membership of the Technical Working Groups; and
8. Oversee and/or supervise the coordination with other supporting government line agencies and Local Government Units (LGUs) that will be involved in the implementation to ensure complementation and alignment of enhanced interventions.

FUNCTIONS:
The functions of the TWG to properly and smoothly implement the DA-NCIP partnership on agri-fisheries and agribusiness development, to wit: aScITE
1. Lead in the formulation of guidelines for the selection of areas, appropriate commodity, institutional partners and partnership mechanism between DA and NCIP for the collaborated program on agri-fisheries and agribusiness development;
2. Concretize plans for the collaborative activities and its implementation under the "New Thinking for Agriculture"including farm consolidation and clustering, food logistics and marketing;
3. Facilitate the establishment of ADING in the regions and monitor and evaluates the performance efficiency and effectiveness of the said group;
4. Facilitate enterprise development and agribusiness within the region through the establishment of agro-enterprise clusters in priority watersheds which are the focus of agribusiness initiatives based on the potential of the areas;
5. Resolve and recommend actions to NSC on issues and problems of conflicting, overlapping and unclear policies related to land administration, regulatory frameworks, operational strategies and jurisdictional boundaries in the region;
6. Address these concerns by recommending and advocating policy reform and harmonization and undertake review and assess of conflicting and overlapping laws, policies and programs that are under the ambit of the two lead agencies and other related agencies and offices;
7. Ensure that the two lead agencies and other stakeholders have a shared appreciation and understanding of convergence and the framework for sustainable rural development to guarantee that the delivery of RCI interventions by the key stakeholders at different levels would be inclusive of capacity development interventions such as training and education as well as institutional development;
8. Develop programs that will highlight the collaborative and development efforts provided by and between DA and NCIP for the benefits of the target beneficiaries;
9. Design system and conduct monitoring on the sustainability of the projects of the various DA units and agencies;
10. Establish the coordination flow for the adoption of the policy, implementation of respective program interventions in support to regional, provincial and IP community levels; and
11. Perform other functions that may be assigned by the NSC.

FUNCTIONS:
1. Coordinate the conduct of DA and NCIP joint meetings, workshops, seminars, fora and consultations;
2. Provides administrative, logistics and technical support to the DA-NCIP NSC and TWG;
3. Document, prepare and disseminate the highlights of the proceedings of DA-NCIP NSC and TWG meeting, consultations, foras and other related activities;
4. Ensure that appropriate actions are taken on agreements reached during the DA-NCIP NSC and TWG meetings and activities;
5. Send reminders and updates on schedule of activities and on the status of the agreements to NSC and NTWG;
6. Submit progress reports to the DA-NCIP NSC and TWG; and

B. Regional Technical Working Group (RTWG)
The RTWG is the regional arm of DA-NCIP in carrying out the collaborative program/project/activity pertaining to agri-fisheries and agribusiness development within the ancestral domains of the region. This will be composed of the following:

FUNCTIONS:
1. Manage and supervise the programs and projects and other related activities implementation pertaining to the collaborative efforts on agri-fisheries and agribusiness development at the regional level;
2. Resolve issues and concerns that are within the jurisdiction of the Regional Directors;
3. Elevate issues on overlapping or unclear policies to the NTWG;
4. Conduct field monitoring to assess the status of DA-NCIP joint program implementation;
5. Formulate appropriate recommendation to facilitate field operations implementation of the project/program/activities; and
6. Prepare and submit consolidated status/collaborative reports to NTWG.
The RTWG shall also be assisted by its Regional Secretariat composed of Regional IP Desk Officer, DA-4Ks Program and NCIP staff.
FUNCTIONS:
1. Coordinate the conduct of DA and NCIP joint meetings, workshops, seminars, fora and consultations;
2. Provides administrative, logistics and technical support to the DA-NCIP Regional TWG;
3. Document, prepare and disseminate the highlights of the proceedings of DA-NCIP RTWG meeting, consultations, foras and other related activities;
4. Ensure that appropriate actions are taken on agreements reached during the DA-NCIP RTWG meetings and activities;
5. Send reminders and updates on schedule of activities and on the status of the agreements to RTWG;
6. Submit progress reports to the DA-NCIP RTWG; and
7. Perform other functions as the DA-NCIP RTWG may direct.
C. Provincial Level
With the devolved functions of DA at the provincial level, coordinative function of RTWG of DA, through the Agriculture Program Coordinating Officer/Provincial Manager/Provincial Chief, will facilitate the involvement of the Provincial Local Government Units in the social preparation, data gathering, training/technology transfer and in project monitoring.
The Provincial Implementing Team (PIT) is the provincial team of DA-NCIP including the IP Mandatory Representative in carrying out the actual collaborative implementation of the program/project/activity pertaining to agri-fisheries development, agriculture development and agribusiness undertakings within the ancestral domain of the province. In addition, the IP Mandatory Representative (IPMR) will assist and facilitate in the collaborating and/or coordinating with the Provincial Local Government Unit for the accomplishment of the required support.
FUNCTIONS:
1. Conduct culture-based, culture sensitive actual social preparation activities of the DA-NCIP Collaborative PAPs on the ground to ensure its success;
2. Empower, and build the capacity of IPs/ICCs to ensure their active participation in the actual implementation of the DA-NCIP Collaborative PAPs on the ground;
3. Promote traditional governance especially their indigenous political structure (IPS) in the implementation of the DA-NCIP Collaborative program by conducting community organizing and institutional development of Indigenous Peoples Organizations (IPO), Indigenous Peoples Associations (IPA) and other organizations within the ICCs/IPs;
4. Direct, manage and supervise the actual implementation of programs and projects and other related activities within the IPs/ICCs using a culture-based, culture sensitive approaches taking into account the culture, customs and traditions; ATICcS
5. Report to the Regional Technical Working Group (RTWG) any issues that needs intervention of higher ups;
6. Recommend possible policies anchored on the experiences on the ground for the success and sustainability of the programs, and projects;
7. Establish a convergence in the provincial level and ICC level to complement the DA-NCIP collaborative PAPs for the sustainable development of IPs/ICCs;
8. Conduct culture-based, culture sensitive monitoring, learning, evaluation and reflection (MLER) for the success and sustainability of the project; and
9. Prepare and submit regular report to RTWG.
All officers designated under this Joint Special Order shall be entitled to administrative and operational support in the conduct of their functions which are in addition to their existing duties. Expenditures relative to the administrative and operational support are chargeable to the respective agency funds, subject to existing government accounting and auditing rules.
This Joint Special Order shall take effect upon the signing of this Order and revokes/amends all Orders inconsistent hereto.
