MEMORANDUM ORDER NO. 364
CREATING A COMMITTEE TO EXAMINE THE GREEN PANAY PROJECT AS IT AFFECTS CAMP MACARIO PERALTA, JAMINDAN, CAPIZ
WHEREAS, the Green Panay Project has been launched at the local government level as a reforestation and livelihood program to benefit local farmers;
WHEREAS, Camp Macario Peralta, a military reservation situated in the Municipalities of Tapaz and Jamindan, Province of Capiz, is one of the areas covered by the Green Panay Project;
WHEREAS, the Philippine Army is of the view that the reforestation or environmental projects needed for Camp Macario Peralta should be undertaken by the AFP itself;
WHEREAS, there is a need for a multi-sectoral approach to resolve the conflicting views;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order that:
SECTION 1. Organization and Composition of the Committee on the Green Panay Project.
The Committee on the Green Panay Project shall be organized and composed as follows:

SECTION 2. Functions of the Committee on the Green Panay Project. — The Committee shall have the following authority and functions:
a. Examine the prevailing situation with respect to the Green Panay Project as it affects Camp Peralta;
b. Submit to the President a complete set of recommendations to resolve all issues relevant to the matter not later than May 31, 1996;
c. In the process of resolving the issues, consult relevant personages from the public and private sectors particularly in the affected areas, like the Mayors of Tapaz and Jamindan and the President, Rotary Club of Roxas-Hillside.
SECTION 3. Effectivity. — This Memorandum Order shall take effect immediately.
DONE in the City of Manila, this 4th day of May, in the year of Our Lord, Nineteen Hundred and Ninety-Six.
