OCA CIRCULAR NO. 17-13

| SUBJECT | : | Creation of a Core Group for the Quezon City eCourts Program to Provide On-Site Monitoring and Support for Users of the System |
WHEREAS, pursuant to OCA Memorandum Order No. 01-2012, a Technical Working Group (TWG) for the Quezon City eCourts Program was created by the Office of the Court Administrator;
WHEREAS, the said TWG was tasked with the approval of the work plan, software design, and features of the said program as well as with the acceptance of the appropriate computer system for the same;
WHEREAS, a data entry system programming and networking needed for the initial release of the eCourt system has already been developed and approved by the TWG, through the American Bar Association Rule of Law Initiative, and is currently being installed in the Quezon City trial courts;
WHEREAS, there is still a need for further training of the court personnel who will be using the said data entry system.
NOW, THEREFORE, for and in consideration of the foregoing premises, and further to the provisions of OCA Memorandum Order No. 01-2012, a Core Group for the Quezon City eCourts Program is hereby created composed of: aHADTC

Atty. Tallud is hereby designated as the Head of Core Group.
The Core Group is hereby tasked with documenting the encoding issues and system errors encountered by users of the software, and providing answers and solutions therefor. Should the Core Group members be unable to resolve these issues by themselves, they shall immediately report the same to the Court's development partner, the American Bar Association Rule of Law Initiative (ABA ROLI), through the TWG.
The Core Group members shall also act as eCourts program trainers and resource persons for the Quezon City trial courts.
The Core Group and the representatives of the Court's Management Information Systems Office assigned to the program, shall meet every Friday, 2:00PM, to discuss and document any encoding issue or need for technical revisions in the system. The Group shall furnish the Office of the Court Administrator and the ABA ROLI, through the TWG, with weekly reports of the same.
All Judges and court personnel in the Quezon trial courts are enjoined to lend full cooperation to achieve the objectives of OCA Memorandum Order No. 01-2012 and this OCA Circular.
This Circular shall take effect immediately upon its issuance.
