LETTER OF INSTRUCTIONS NO. 646

There is hereby created a Contract Review Committee to be composed of the following members:

The Committee shall review, evaluate and recommend for the final consideration of the President, award of contracts involving P2 million and above, whether awarded through public bidding or negotiation, including subsequent changes thereto involving a net increase in contract cost of 25% and above.
The term contract a provided herein shall mean all contracts for civil works, for consultancy services, or for the supply of equipment, machineries and supplies, entered into by the national government agencies and instrumentalities, including local governments.
All entities shall submit to the Committee for its consideration the list of pre-qualified bidders or efforts for all projects covered by this Order prior to any award. The Committee shall ensure that it shall be informed in advance of all planned projects to be undertaken through private contractors or suppliers.
In order to undertake the above functions, the Committee is hereby empowered to call upon any department, bureau, office, agency or instrumentality of the Government including local governments for any assistance as it may need in the form of personnel, facilities and other resources. The NEDA Infrastructure Staff shall act as the Secretariat but the Committee is hereby empowered to create sub-committees or support technical staffs as the need arises. Finally, the Committee is authorized to grant and fix allowances out of whatever funds that may be made available for its operations.
This Instructions shall take effect immediately.
