SUPREME COURT MEMORANDUM ORDER NO. 16-2022
CREATING A TECHNICAL WORKING GROUP TO DRAFT AND RECOMMEND TO THE SUPREME COURT EN BANC THE IMPLEMENTING RULES AND REGULATIONS OF REPUBLIC ACT NO. 11459 OR THE JUDGES-AT-LARGE ACT OF 2019
WHEREAS, the President has approved Republic Act No. 11459 or the Judge-at-Large Act of 2019 last August 30, 2019 creating fifty (50) positions of Regional Trial Court Judge-at-Large and fifty (50) positions of Municipal Trial Court Judge-at-Large with the end of helping overly burdened courts by assigning the said Judges-at-Large to clogged courts as either acting presiding judge or assisting judges;
WHEREAS, the Judicial and Bar Council (JBC) has opened applications to [twenty] 20 positions of RTC and [twenty] 20 MTC Judges-[a]t-Large last January 2020 and the President has already issued appointments to RTC Judges-[a]t-Large last December 9, 2020 and MTC Judges-[a]t-Large last December 10, 2020;
WHEREAS, there is a need to create a Technical Working Group (TWG) to draft the implementing rules and regulations for Republic Act No. 11459 in order to clarify certain portions and to gather suggestion from all stakeholders, and recommend the same to the Supreme Court En Banc; and
WHEREFORE, the Technical Working Group (TWG) to draft and recommend the Implementing Rules and Regulations of Republic Act No. 11459 or the Judge-[a]t-Large Act of 2019 is hereby constituted and organized as follows:
