EXECUTIVE ORDER NO. 832
CREATING A SPECIAL NATIONAL PUBLIC-PRIVATE RECONSTRUCTION COMMISSION TO UNDERTAKE A STUDY OF THE CAUSES, COSTS AND ACTIONS TO BE TAKEN IN THE WAKE OF TYPHOONS ONDOY, PEPENG AND FRANK, AND TO SEEK FRESH AID TO FUND RECONSTRUCTION
WHEREAS, given the impact of the global crisis on the fiscal capacity of the Philippines as well as the magnitude of the impact of the recent calamities;
NOW THEREFORE I, GLORIA M. ARROYO, President of the Philippines, do hereby order:
SECTION 1. Creation and Composition. — There is hereby created a Special National Public-Private Reconstruction Commission (Commission) appointed by the President but headed by a business leader, with the Secretary of Finance and a leader of the Church as co-chairs, and with department heads and business groups, representatives of Philippine and international non-government organizations as members. The Commission is hereby mandated to study the causes, costs and actions to be taken in the wake of Typhoons Ondoy, Pepeng and Frank, and to seek fresh aid to fund reconstruction in the aftermath of said typhoons.
SECTION 2. Secretariat. — The National Economic and Development Authority and the Office of Civil Defense shall form the Secretariat of the Commission. SDcITH
SECTION 3. Key Tasks. — The key tasks of the Commission shall be the following:
1. Undertake a study of the causes, costs and actions to be taken in the wake of Typhoons Ondoy, Pepeng and Frank;
2. Undertake the rehabilitation plan for wrecked infrastructure and other priorities;
3. Raise funds, especially grants, to fund reconstruction;
4. Prioritize programs;
5. Oversea implementation;
6. Serve as clearing house for international assistance implemented by the donors themselves using the cluster approach;
7. Request the United Nations and the World Bank to coordinate an international pledging session.
SECTION 4. Repealing Clause. — All Executive issuances inconsistent in whole or in part with this Order are hereby repealed or modified accordingly.
SECTION 5. Effectivity. — This Order shall take effect immediately.
