Creating a Committee to Codify All EOs, MCs, MOs and Other Issuances Pertaining to Procurement of Supplies, Materials and Equipment and Non-Personal Services
On June 15, 1972, Memorandum Circular No. 581 established a Committee tasked with codifying all existing Executive Orders, Memorandum Circulars, Memorandum Orders, and other issuances related to the procurement of supplies, materials, equipment, and non-personal services. MEMORANDUM CIRCULAR NO. 581
CREATING A COMMITTEE TO CODIFY ALL EXECUTIVE ORDERS, MEMORANDUM CIRCULARS, MEMORANDUM ORDERS AND OTHER ISSUANCES PERTAINING TO PROCUREMENT OF SUPPLIES, MATERIALS AND EQUIPMENT AND NON-PERSONAL SERVICES
There is hereby created a Committee which shall undertake the codification of all Executive Orders, Memorandum Circulars, Memorandum Orders and other issuances pertaining to procurement of supplies, materials and equipment and non-personal services.
It shall be composed of the following:

The Committee is hereby empowered to create a sub-committee to assist it in its work and to call upon any department, bureau or office concerned for such assistance as it may need in the accomplishment of its mission. The Committee shall accomplish its work within a period of sixty (60) days from the date hereof.
This Circular shall take effect immediately.
