Coverage of Parents Below 60 Years Old with Permanent Disability
PhilHealth Circular No. 023-14, issued on October 23, 2014, expands the coverage of the National Health Insurance Program to include parents below 60 years old with permanent disabilities, as defined by the National Health Insurance Act of 2013. Members wishing to declare their disabled parents as dependents must submit a completed PhilHealth Membership Registration Form and a Medical Certificate from the attending physician detailing the disability. Additionally, parents currently hospitalized and acquiring a permanent disability can be declared dependents if the required documents are submitted before discharge. This Circular is effective immediately upon publication in a general circulation newspaper.

PHILHEALTH CIRCULAR NO. 023-14

| SUBJECT | : | Coverage of Parents Below 60 Years Old with Permanent Disability |
Pursuant to Republic Act No. 7875 as amended by R.A. No. 10606 otherwise known as the National Health Insurance Act of 2013, this Circular is being issued for the coverage of parents below 60 years of age with permanent disability as defined under Section 4 of the said Act on the Legal Dependents, to wit;
"Parents with permanent disability regardless of age as determined by the Corporation, that renders them totally dependent on the member for subsistence"
II. Coverage
This Circular shall cover all parents below 60 years old with permanent disability subject to the evaluation of the Medical Certificate presented to the Corporation.
III. General Provisions
1. Members who intend to declare their parents below 60 years old with permanent disability shall submit the following documents to any Philhealth Office:
a. Duly accomplished PhilHealth Membership Registration Form (PMRF) to include disabled parent as additional dependent; and
b. Medical Certificate issued by the attending physician with the details (date acquired, diagnosis, etc.) and extent of disability. TcIAHS
2. Parents below 60 years old with current admission that resulted to permanent disability can immediately be declared as dependent, provided that prior to discharge they have submitted the required documents stated above to any Philhealth Office for evaluation and amendment of Member Data Record (MDR).
IV. Effectivity
This Circular shall take effect immediately upon publication in any newspaper of general circulation.
