Converting the Townships of the Province of Ilocos Sur and Subprovince of Abra into Municipalities
Act No. 2618, enacted on February 4, 1916, allows the townships of Ilocos Sur and the subprovince of Abra to convert into municipalities if they decide to do so through a plebiscite. ACT NO. 2618
AN ACT TO CONVERT THE TOWNSHIPS OF THE PROVINCE OF ILOCOS SUR AND THE SUBPROVINCE OF ABRA INTO MUNICIPALITIES, AND FOR OTHER PURPOSES
SECTION 1. All townships of the Province of Ilocos Sur and the subprovince of Abra may be converted into municipalities under Act Numbered Eighty-two whenever such townships shall decide to adopt this form of municipal government.
SECTION 2. For the purpose of carrying this Act into effect in the townships of Ilocos Sur and Abra, a plebiscite shall be held on the first Tuesday after the first Monday of the month of July, nineteen hundred and sixteen, in order to determine the will of the people as to whether or not the township is to be converted into a municipality. A majority of votes shall decide the plebiscite, at which all the present electors of the townships shall be entitled to vote.
SECTION 3. Whenever two or more townships shall decide for their conversion into municipalities and the distance between them shall not be greater than fifteen kilometers, then such townships may consolidate if they shall so decide.
SECTION 4. Any township of Ilocos Sur or Abra which shall have decided for conversion into a municipality by means of the plebiscite herein provided for and which shall have the number of inhabitants required by Act Numbered Eighty-two and its amendments, shall ipso facto be converted into such a municipality from and after January first, nineteen hundred and seventeen.
SECTION 5. The provincial board of Ilocos Sur shall issue the necessary instructions for carrying this Act into effect.
SECTION 6. This Act shall take effect on its passage.
