Conversion of Annual Collections Relative to Plant Quarantine Activities to a Revolving Fund

REPUBLIC ACT NO. 323
AN ACT CONVERTING THE ANNUAL COLLECTIONS MADE IN CONNECTION WITH PLANT QUARANTINE ACTIVITIES TO A REVOLVING FUND
SECTION 1. The annual collections made in connection with plant quarantine activities, such as fees for fumigation, disinfection, inspection, certification, and for the destruction of contrabands, are hereby converted into a revolving fund to be disbursed for the purpose of protecting agricultural industry. The said fund shall be spent by the Director of Plant Industry in accordance with the special budget to be approved by the President for the construction, operation and maintenance of plant quarantine offices, fumigation chambers, green houses, for buying the necessary office equipment, chemicals, supplies and materials for use in the different plant quarantine stations and for the maintenance of the plant quarantine board.
SECTION 2. After five years from the approval of this Act, all the collections to be made from the plant quarantine activities shall revert to the National Treasury.
SECTION 3. This Act shall take effect upon its approval.
