Constitution of Zamboanga del Norte into Two Engineering Districts
Republic Act No. 3891, enacted on June 18, 1964, establishes two engineering districts within the Province of Zamboanga del Norte. The first engineering district will be based in Dipolog, while the second will be in Liloy. The Commissioner of Public Highways and the Secretary of Public Works and Communications are responsible for recommending and approving the formation of these districts, with the latter also tasked with defining their territories. Each district will be overseen by a highway district engineer, appointed in accordance with existing laws. The Act took effect upon its approval.

REPUBLIC ACT NO. 3891
AN ACT CONSTITUTING THE PROVINCE OF ZAMBOANGA DEL NORTE INTO TWO ENGINEERING DISTRICTS
SECTION 1. Any provision of law to the contrary notwithstanding, upon the recommendation of the Commissioner of Public Highways and upon approval of the Secretary of Public Works and Communications, the Province of Zamboanga del Norte shall be constituted into two engineering districts. The first and second district engineers' offices shall be established in the municipalities of Dipolog and Liloy, respectively. The Secretary of Public Works and Communications is hereby authorized to fix the territory of each engineering district. aisa dc
Each engineering district shall have one highway district engineer who shall be appointed in accordance with existing laws.
SECTION 2. This Act shall take effect upon its approval.
