Constitution of the OCA Performance Evaluation Review Committees (PERCs) in the Lower Courts
OCA Circular No. 10-01, issued on February 1, 2001, establishes Performance Evaluation Review Committees (PERCs) for lower courts in the Philippines, as directed by Chief Justice Hilario G. Davide, Jr. These committees are designed to assess the performance ratings of court personnel and are structured differently for multiple-sala courts and single sala courts, each with designated roles such as Chairman, Vice-Chairman, and members including a Clerk of Court and representatives from employee organizations. The PERCs in lower courts will mirror the responsibilities of the Supreme Court's PERC. This order is effective immediately and will remain in force until further notice.
