LETTER OF INSTRUCTIONS NO. 742

Your respective ministries are hereby constituted into an inter-agency committee to be known as the Inter-Agency Technical Committee on Economic and Technical Cooperation with Socialist Countries whose function and responsibility shall be to explore, discuss and recommend areas of technical cooperation with socialist countries.
Each ministry shall designate a representative to the Committee whose rank shall not be lower than that of Director, except that the NEDA representative who shall be the Chairman of the Committee shall be at least an Assistant Minister. The representative of the Ministry of Foreign Affairs shall be the Vice-chairman of the Committee. The NEDA Director-General is hereby authorized to designate other affected ministries as additional members of the Committee.
The Budget Minister is hereby directed to allot the amount of ONE MILLION PESOS (P1 million) from the international commitments fund to help defray expenditures to implement programs of technical cooperation with socialist countries.
DONE in Metro Manila, this 25th day of September, in the year of Our Lord, Nineteen Hundred and Seventy-Eight.
