Constitution of Inter-Agency Committee for the Prevention of Illicit Activities in Boracay Island

LETTER OF INSTRUCTIONS NO. 1298

WHEREAS, Boracay Island, among several islands, coves and peninsulas, has been declared a tourist zone under Proclamation 1801, S. 1978;
WHEREAS, the place is frequented equally by local and foreign tourists, who are steadily increasing in number, with the consequent problems incident to influx of tourists such as drug use, prostitution, illegal gathering of shells and corals and other illicit acts; and
WHEREAS, it is desirable to curb these undesirable activities and to maintain the Island's pristine beauty and natural attractions;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines by virtue of the powers vested in me by the Constitution, do hereby constitute the abovementioned agencies as an Inter-Agency Committee with the PTA as lead agency, to coordinate in enforcing the pertinent laws and regulations and to take action within their respective jurisdiction to prevent the proliferation of all illicit activities which would degrade the ecosystem and destroy the natural attractions of Boracay Island.
The Mayor of Malay shall suspend issuance of building permits for any structure on Boracay Island pending the promulgation of a development plan for the Island by the Philippine Tourism Authority.
