Letter of Instruction No. 325, issued on October 6, 1975, establishes the Textile Exports Board in the Philippines to enhance assistance for export-oriented garment and textile enterprises, particularly in relation to exports to the United States. This Board will consist of current members of the Embroidery and Apparel Control and Inspection Board, alongside representatives from the Export Processing Zone Authority, the Export Processing Zone Chamber of Exporters and Manufacturers, and the Garment Business Association. The Board is tasked with implementing the Textile Agreement between the Philippines and the U.S., including the creation of necessary rules and regulations, subject to the Secretary of Finance's approval. Additionally, the Board of Investments is directed to organize the Technical Staff for the Board and is permitted to use the Export Promotion Fund for related expenses. Immediate compliance with this directive is mandated.

LETTER OF INSTRUCTION NO. 325

In line with the declared policy of Government to extend assistance to export-oriented enterprises and to maximize economic benefits that can be derived from Philippine exports to the United States of garments and textiles, the present members of the Embroidery and Apparel Control and Inspection Board with the addition of one representative each from the Export Processing Zone Authority, the Export Processing Zone Chamber of Exporters and Manufacturers and the Garment Business Association of the Philippines, to be appointed by the Secretary of Finance, are hereby constituted into a Textile Exports Board and directed to implement the Textile Agreement between the Republic of the Philippines and the United States of America. The Textile Exports Board shall promulgate the rules and regulations for the effective implementation of the aforesaid Agreement, subject to the approval of the Secretary of Finance.

The representative of the Export Processing Zone Authority shall be nominated by its Chairman-Administrator and the representatives of the two organizations shall be nominated by the respective Presidents thereof.

The Board of Investments is directed to organize the Technical Staff for the Textile Exports Board. For this purpose, the Board of Investments is authorized to advance the expenses of said Technical Staff from the Exports Promotion Fund, subject to full reimbursement thereof by the users of the Export Quota allocated by the Textile Export Board.

Immediate compliance of this order is hereby enjoined.
