Constitution of a Contingency Planning Committee
Letter of Instructions No. 978, issued on January 22, 1980, directs various government ministries and agencies in the Philippines to establish a Contingency Planning Committee. LETTER OF INSTRUCTIONS NO. 978

You are hereby directed to form yourselves into a Contingency Planning Committee which will set guidelines for and finalize a Contingency Plan. In this connection, all ministries and government agencies are hereby directed to submit their contingency plans to this Committee for finalization. cdt
This Order shall take effect immediately.
DONE in the City of Manila, this 22nd day of January, in the year of Our Lord, Nineteen Hundred and Eighty. acd
