Constituting a Sugar Workers Death Benefit Fund

LETTER OF INSTRUCTIONS NO. 1232

WHEREAS, pursuant to LOI 1209, the Stabilization Fee established under PD 621 has been increased from P1.10 to P2.00 per picul which increase shall form part of the Social Amelioration Fund;

WHEREAS, it is but just and proper that such increase be utilized for the further upliftment of the sugar workers and their families in terms of additional and meaningful pecuniary benefits;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby direct as follows: cd

1. There is hereby constituted a Sugar Workers Death Benefit Fund out of the additional P0.90 Social Amelioration Fund (SAF) levied pursuant to LOI 1209, which shall be used exclusively for the payment of death benefits in the amount of two thousand pesos (P2,000.00) to the legal heirs of sugar workers. The Minister of Labor and Employment shall determine the reasonable amount to be set aside for the purpose out of the P0.90 increase in the social amelioration fund. The necessary operating expenses for the implementation of this Fund may be drawn from the income of said Fund under the authority of the Minister of Labor and Employment subject to accounting and auditing rules and regulations.

2. The Minister of Labor shall issue the necessary guidelines for the implementation of this Instructions.
