LETTER OF INSTRUCTIONS NO. 1344

WHEREAS, the Government is currently engaged in instituting vital reforms in the telecommunications industry to enable the system to play a more effective role in the socio-economic development of the country;
WHEREAS, as earlier decreed under Presidential Decree 1756 dated 1 January 1981, the merger or consolidation of public utilities in the field of telecommunications is necessary;
WHEREAS, there is an immediate need to rationalize the fragmented operations of the domestic record carriers;
WHEREAS, on 11 May 1981, all domestic record carrier entered into an agreement to consolidate/merge into one single corporation;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and direct that:
SECTION 1. All private record operators are hereby enjoined to facilitate the consolidation and merger into one single operation, as per their voluntary agreement in May 1981.
SECTION 2. All domestic record carrier operations are hereby enjoined to cooperate in the early implementation of said consolidation or merger.
SECTION 3. The Cabinet Committee on Telecommunications, composed of the following Ministers, is hereby directed to assist in determining the terms and conditions for the consolidation or merger of the domestic record carriers and ensure the early implementation thereof. acd

The Committee may call upon any ministry, bureau, office, agency or any instrumentalities for such assistance as may be needed to accomplish this task. The Committee shall submit its report to the President upon completion of the work and in no case shall be later than 31 December 1983.
Should the operators not come into any agreement by 31 December 1983, the Office of the President and or the Batasan Pambansa, upon the recommendation of the Cabinet Committee on Telecommunications and/or the Batasan Pambansa shall take such measures deemed necessary to protect public interest and shall act accordingly to implement the agreement.
SECTION 4. This Letter of Instruction shall take effect immediately.
