Consolidated and Revised Guidelines to Implement the Expanded Coverage of CAM and JDR
The OCA Circular No. 51-11 establishes revised guidelines for the implementation of expanded Court-Annexed Mediation (CAM) and Judicial Dispute Resolution (JDR) in the Philippines. It broadens the scope of mediation to include civil aspects of less grave felonies with penalties not exceeding six years, as well as specific cases previously outlined in earlier administrative circulars. Judges and clerks are instructed to conduct monthly inventories of cases eligible for mediation and to ensure compliance with the collection of mediation fees as mandated by the Rules of Court. The circular emphasizes the necessity of adhering to these guidelines for effective dispute resolution.
