DBM CIRCULAR LETTER NO. 04-17

| SUBJECT | : | Conduct of Forum on Guidelines for Release of Funds in FY 2017 |
1.0 In order to ensure the efficient, transparent and timely execution of the FY 2017 budget through the uniform application of the fund release guidelines, the Department of Budget and Management (DBM) will conduct a forum for National Government agencies including CFAG and Government-Owned and Controlled Corporations (GOCCs) receiving budgetary support from the national government at the Summit Hall of the Philippine International Convention Center (PICC), Pasay City, on February 2, 2017, starting at 8:00 AM up to 1:00 PM.
2.0 The following concerns, among others, shall be discussed during the forum:
2.1 National Budget Circular No. 567 dated January 3, 2017 (Guidelines on the Release of Funds for FY 2017); aDSIHc
2.2 General and Special Provisions applicable to the release of funds under the FY 2017 GAA (Republic Act No. 10924) and the President's Veto Message; and
2.3 Electronic submission of accountability reports.
3.0 The following administrative arrangements shall be strictly observed:
3.1 For National Government Agencies (NGAs), each department/attached agency/OEO/CFAG shall be entitled to a maximum of three (3) representatives.
3.2 For the forty-three (43) Government-Owned and Controlled Corporations (GOCCs) receiving budgetary support from the National Government, each GOCC shall be limited to a maximum of two (2) representatives.
3.3 All Heads of the NGAs and the 43 GOCCs cited in items 3.1 and 3.2 hereof are requested to submit to DBM the names of the Heads of the Budget, Accounting and Planning units who shall be attending/participating at said forum. Said list is to be transmitted to DBM not later than January 27, 2017.
3.4 Likewise, Agencies/Departments/GOCCs are enjoined to send only the authorized number of representatives since the venue and food arrangements have already been finalized.
4.0 Please be guided accordingly.
