Concurrence in the Deputization of Law Enforcement Agencies for the 2005 ARMM Elections
Memorandum Order No. 180, issued by President Gloria Macapagal-Arroyo on July 28, 2005, supports the Commission on Elections' (COMELEC) Resolution No. 7533, which deputizes various law enforcement agencies for the upcoming August 8, 2005 elections in the Autonomous Region in Muslim Mindanao (ARMM). The Armed Forces of the Philippines (AFP), the Department of the Interior and Local Government (DILG), the National Police Commission (NAPOLCOM), and the Philippine National Police (PNP) are tasked with ensuring a free, orderly, honest, peaceful, and credible electoral process. All national and local officials, as well as law enforcement bodies, are instructed to cooperate with COMELEC in executing their duties. This order takes immediate effect.

MEMORANDUM ORDER NO. 180
EXPRESSING CONCURRENCE IN THE DEPUTIZATION OF LAW ENFORCEMENT AGENCIES IN CONNECTION WITH THE AUGUST 8, 2005 ELECTIONS IN THE AUTONOMOUS REGION IN MUSLIM MINDANAO
Pursuant to Article IX (C) Section 2(4) of the 1987 Constitution, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby concur with Resolution No. 7533 of the Commission on Elections (COMELEC) dated 19 July 2005, deputizing, for the exclusive purpose of ensuring free, orderly, honest, peaceful, and credible conduct of the August 8, 2005 Elections in the Autonomous Region in Muslim Mindanao (ARMM), the Armed Forces of the Philippines (AFP), the Department of the Interior and Local Government (DILG) including the National Police Commission (NAPOLCOM) and the Philippine National Police (PNP).
National and Local officials and employees, law enforcement agencies and other instrumentalities of Government, including the AFP, NAPOLCOM and the PNP, are hereby directed to coordinate and cooperate with the COMELEC in the performance of their duties and functions.
This Memorandum Order shall take effect immediately.
DONE in the City of Manila, this 28th day of July, in the year of Our Lord, Two Thousand and Five.
