Closure of the Anti-Narcotics and Reformation Network, Inc. (ANRREN)
OCA Circular No. 2-98, dated January 9, 1998, instructs all judges of the Regional Trial Courts to refrain from ordering the confinement of drug dependents to the Anti-Narcotics and Reformation Network, Inc. (ANRREN). This directive follows a Cease and Desist Order issued by the Dangerous Drugs Board (DDB) on March 20, 1997, due to ANRREN operating without proper accreditation. The closure of ANRREN was finalized on December 20, 1997, after it continued to defy the order. Judges are urged to ensure compliance with this directive to uphold the law regarding drug treatment and rehabilitation facilities.
