This refers to the request of Dragon Fireworks, Inc. for clarification on the provision of Section 10.4.6.5 (ii) of the Implementing Rules and Regulations of Republic Act No. 9514, which is incorporated in the DILG Memorandum Circular No. 2016-176 dated December 14, 2016.
In view thereof, this is to clarify that display center for selling of pyrotechnics only may be allowed outside of malls and other similar establishments with utmost safety protection to persons and property, and subject to all other existing rules and regulations on Display Center. In addition, all pyrotechnics must bear a Philippine Standards Product Certification Mark, issued by the Department of Trade and Industry. DETACa
All DILG Regional Directors and the Office of the ARMM Regional Governor are hereby directed to cause the widest dissemination of this Memorandum Circular, within their respective jurisdictions.
