REPUBLIC ACT NO. 4701
AN ACT DECLARING A PORTION OF THE FORESHORE FRONTING MANILA BAY ALONG THE PROVINCE OF BULACAN AS BULACAN FISHING RESERVATION, AND AUTHORIZING THE APPROPRIATION OF FUNDS THEREFOR
SECTION 1. The parcel of public domain comprising a portion of the foreshore fronting the Manila Bay along the Province of Bulacan, Island of Luzon, which is particularly described as follows:
"Bounded on the North by the claim and improved fish ponds of Margarita Ignacio, et al (Psu-9717), Perfecto and Isabela Sanchez (Rs-899), Maria L. de Lorenzo (Psu-140323) and (Psu-140622), Felipe Asuncion (Psu-118984), Guillermo V. Enriquez (Fla-227), Pastor Morales (Psu-114098 lot 1), Felicisimo Cruz and Pastor Lalita (Psu-144037), Monica Santos (Psu-1144097); Lot 1), Felicidad Alvendia (Fla-1284), Anastacia F. Torres (Fla-1282), and Victoria Roxas (Psu-135369); on the East by the Bulacan River; on the South by Manila Bay; and on the West by Manila Bay, containing an approximate area of two thousand nine hundred sixty-five (2,965) hectares" is hereby withdrawn from sale or settlement and reserved for communal fishing ground purposes which shall hereafter be called the Bulacan Fishing Reservation.
SECTION 2. The Philippine Constabulary is hereby deputized to guard the reservation, destroy any dikes built within, the reservation as nuisance per se and to apprehend any person or persons who may, in any manner, use or appropriate the Bulacan Fishing Reservation, or any portion thereof, in violation of this Act.
SECTION 3. The Secretary of Agriculture and Natural Resources, with the approval of the President, shall issue such rules and regulations as are necessary to carry out the provisions of this Act.
SECTION 4. Any person who wilfully violates, attempts to violate, or conspires to violate, any provision of this Act or of any rules or regulations promulgated thereunder, or who will illegally build any dike or dikes within the reservation shall, upon conviction thereof, be punished by a fine of not more than ten thousand pesos or by imprisonment of not more than five years or both such fine and imprisonment in the discretion of the court.
SECTION 5. The sum of twenty thousand pesos is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, for the survey and placing of appropriate indication of the limits and boundaries of the reservation and for the salary of guards for the reservation for the fiscal year ending June thirty, nineteen hundred and sixty-seven, In subsequent years, the sum necessary for the salary of guards shall be included in the annual General Appropriations Act.
SECTION 6. This Act shall supersede Proclamation Numbered Four hundred and forty-nine, dated October four, nineteen hundred and fifty-seven.
SECTION 7. This Act shall take effect upon its approval.
