Autonomy in the Preparation of Provincial Budget
Republic Act No. 1063, enacted on June 12, 1954, grants provincial boards in the Philippines greater autonomy in preparing their budgets. It requires provincial treasurers to present a detailed statement of receipts and expenditures annually by April 15, enabling the provincial governor to draft the budget for the upcoming fiscal year. The provincial board must then create detailed appropriations based on estimated income, with stipulations on salary expenditures relative to the province's income. Additionally, provisions are made for appeals to the Secretary of Finance regarding budget decisions and limitations on salary expenditures based on the province's classification. The law repeals conflicting acts and takes effect upon approval.
