Authorizing Provincial Boards to Organize and Manage Agricultural Colonies on Public Land
Act No. 2806, enacted on February 28, 1919, authorizes provincial boards in the Philippines to establish and manage agricultural colonies on public lands suitable for cultivation. These boards, with the approval of relevant government secretaries, can create regulations for the organization and administration of these colonies, providing colonists with initial assistance such as work cattle and implements. Colonists are required to repay these advances through a percentage of their crop yields, with considerations for relief in case of natural disasters affecting crop yields. The act also exempts colonists from land taxes until they secure title to the land, and allows provincial boards to allocate funds for these initiatives or seek loans if necessary.
