LETTER OF INSTRUCTIONS NO. 103

In order to ensure smooth and orderly implementation of Presidential Decree No. 249, which authorizes government officials and employees, including military personnel, to vote in their place of assignment, I hereby direct all heads of departments, offices and agencies of the government, the Secretary of National Defense and the Chief of Staff of the Armed Forces of the Philippines to immediately attend to the issuance of the certification required to enable the aforesaid government officials and employees and military personnel to cast their vote. aisa dc
Measures shall be adopted to prevent any doubt as to the authenticity of such certifications.
Immediate compliance with these Instructions is enjoined.
