Supreme Court Administrative Circular No. 50-A-89, issued on November 6, 1989, authorizes judges to attend the 5th General Assembly of the ASEAN Law Association in Bali, Indonesia, from December 5 to 10, 1989, during official time. Participation is encouraged for interested judges, but they will be responsible for their own travel expenses. The circular reflects the Philippines' engagement in regional legal collaboration. Chief Justice Marcelo B. Fernan signed the document.

For this purpose, all interested Judges are hereby authorized to attend this General Assembly on OFFICIAL TIME. Travelling expenses incurred in the attendance thereof shall be borne by the participants.
