MEMORANDUM CIRCULAR NO. 150
APPROVING THE 2008 NATIONAL CRIME PREVENTION PLAN AND DIRECTING ALL CONCERNED AGENCIES TO COMPLY WITH AND IMPLEMENT THE PLAN
WHEREAS, Section 14 (l) of Republic Act No. 6975 (The PNP Law), as amended by Republic Act No. 8551 (The PNP Reform and Reorganization Act of 1998), mandates the National Police Commission (Napolcom) to formulate, for the approval of the President, a crime prevention program;
WHEREAS, in pursuance thereof, interdisciplinary experts from the Technical Committee on Crime Prevention and Criminal Justice (TCCPCJ) of the Napolcom convened on March 29-30, 2007 in Tagaytay City to formulate the annual national crime prevention plan for Calendar year 2008;
WHEREAS, the National Crime Prevention Plan (NCPP) embodies the strategic objectives and strategic action plans of the five (5) pillars of the Criminal Justice System (CJS) for implementation by the National Government Agencies (NGAs) and all Local Government Units (LGUs); DIEcHa
WHEREAS, the 2008 NCPP shall endeavor to complement, support and augment the other strategies and operational measures of the other national government agencies, NGOs and LGUs in the prevention of crime, treatment of offenders and administration of criminal justice;
WHEREAS, the annual national crime prevention plan strives to conform with existing standards and norms of the United Nations Council on Crime Prevention and Criminal Justice (UNCCPCJ) which is the body that is responsible in the international community in the field of crime prevention and control, seeking its influence in national policies and practices in the promotion of cooperation in these fields; and
WHEREAS, the Napolcom TCCPCJ formulated the 2008 NCPP to take cognizance of problems, issues and concerns that are considered priorities in the implementation of identified programs, projects and activities within the limited resources available to the various agencies, offices and organizations concerned.
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby approve the 2008 NCPP (Annex "A") formulated by the Napolcom TCCPCJ and recommended by the DILG Secretary.
All concerned departments and agencies, and all local government units are hereby directed to comply with and implement the NCPP in partnership with the NGOs.
This Memorandum Circular shall take effect January 1, 2008.
DONE in the City of Manila, this 5th day of March, in the year of Our Lord, Two Thousand and Eight.
