The NAPOLCOM Resolution No. 01-14, dated September 5, 2014, recommends new fees and charges related to the regulation of firearms and ammunition under Republic Act No. 10591, the Comprehensive Firearms and Ammunition Regulation Act. This act aims to regulate ownership, possession, and distribution of firearms to enhance law enforcement efforts against crime and illegal weapons proliferation. The resolution outlines various fees for licenses, permits, and registrations, which have been revised to reflect the increased costs associated with regulatory services. These fees are applicable to individuals and entities involved in the manufacture, dealing, and possession of firearms and ammunition, and the resolution is pending approval from the Secretary of the Interior and Local Government.

RESOLUTION RECOMMENDING THE APPROVAL OF THE PROPOSED NEW FEES/RATES OF FEES AND CHARGES RELATIVE TO THE REGULATION OF FIREARMS AND AMMUNITION

WHEREAS, Republic Act No. 10591 entitled "The Comprehensive Firearms and Ammunition Regulation Act" (RA 10591) was enacted on May 29, 2013 with the objective of regulating the ownership, possession, carrying, manufacture, dealing in and importation of firearms, ammunition, or parts thereof in order to provide legal support to law enforcement agencies in their campaign against crime, stop the proliferation of illegal firearms or weapons and the illegal manufacture of firearms or weapons, ammunition and parts thereof;

WHEREAS, Section 44, Article VI of RA 10591 provided that the Chief of the Philippine National Police (PNP), after public hearing and consultation with concerned sectors of society, shall formulate the necessary rules and regulations for the effective implementation of this Act to be published in at least two (2) newspapers of general circulation;

WHEREAS, during the formulation of the implementing rules and regulations for RA 10591, the PNP and the firearms stakeholders agreed that there is a need to revise the current rate of fees and charges and impose new fees relative to the regulation of firearms and ammunition in the country in order to defray the expenses related to the effective implementation of the provisions of the said law;

WHEREAS, Administrative Order No. 31 (AO 31), Series of 2012, directed and authorized the heads of all departments, bureaus, commissions, agencies, offices and instrumentalities of the National Government, including GOCCs when allowed by their Charters, to rationalize the rates of their existing fees and charges, and if necessary, increase such rates and impose new fees and charges;

WHEREAS, based on study conducted, this Committee finds the attached new fees/rates and charges being proposed by the PNP and firearm stakeholders just and reasonable considering the inherent increase in costs in the delivery of regulatory services by the PNP as required by the new firearm law (RA 10591);

NOW, THEREFORE, this Committee, in the exercise of its functions and responsibilities provided under Section 6 of the implementing rules and regulations of AO 31, hereby resolves as it is hereby resolved, to recommend to the Secretary of the Interior and Local Government for his approval the attached proposed new fees/rates of fees and charges (Annexes A-1 to A-6).
