On May 31, 2007, the Government Procurement Policy Board (GPPB) approved the Customized Procurement Manuals for the Department of Agriculture (DA) to enhance the procurement process in compliance with Republic Act No. 9184. These manuals were developed as part of a pilot testing initiative, following the adoption of a Generic Procurement Manual by the GPPB in January 2007. The approval included specific conditions, such as the removal of the Quality-Cost Based Evaluation for janitorial and security services and the inclusion of case studies relevant to the procurement of agricultural supplies. The DA is required to submit a revised version of the manuals and a training schedule by August 30, 2007, for compliance verification. The resolution took effect immediately upon approval.

APPROVAL OF THE CUSTOMIZED PROCUREMENT MANUALS OF THE DEPARTMENT OF AGRICULTURE

WHEREAS, Section 6 of Republic Act (R.A) No. 9184 provides that to systematize the procurement process, avoid confusion and ensure transparency, the Government Procurement Policy Board (GPPB) shall pursue the development of generic procurement manuals and standard bidding forms for mandatory use by all government agencies; STHAID

WHEREAS, the GPPB, in its meeting held last 14 June 2006, approved and adopted the Generic Procurement Manual for use by all agencies effective January 2007;

WHEREAS, the Department of Agriculture (DA) was selected as one of the nine (9) pilot agencies that will undertake the Pilot-testing and Customization of the Generic Procurement Manuals;

WHEREAS, the GPPB Inter-Agency Technical Working Group (IATWG), in its meeting held last 10 March 2007, reviewed the final draft of the DA Customized Procurement Manuals as presented by Architect Arnel Alvarado, the consultant assigned to DA, and resolved to recommend its approval to the GPPB;

WHEREAS, the GPPB, in its meeting held last 30 March 2007, deferred the approval of the DA Customized Procurement Manuals in view of the concerns raised by Assistant Commissioner Arcadio Cuenco, Jr. of the Commission on Audit (COA) on the procurement of fertilizers and seedlings;

WHEREAS, the IATWG, in its meeting held last 18 May 2007, invited Atty. Vero Librojo, Chief of the Legal Division of DA, to address the issues and concerns raised by COA Assistant Commissioner Cuenco, Jr. and other members of the IATWG;

WHEREAS, in the same meeting, the members of the IATWG reviewed and endorsed for approval the Customized Procurement Manuals of DA, subject to certain conditions.

NOW, THEREFORE, for and in consideration of the foregoing, WE, the Members of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on US by law, hereby RESOLVE to approve, as WE hereby approve the Customized Procurement Manuals of the Department of Agriculture for its adoption and official use, subject to the following conditions:

a) Deletion of the Quality-Cost Based Evaluation (QCBE) selection procedure in the procurement of janitorial and security services in Volume II thereof; ASHaTc

b) Inclusion in the relevant portions on the Scope and Coverage of Volume II of the Customized Procurement Manuals, a statement that the manuals apply to all procurements of the DA, such as, but not limited to the procurement of seedlings, fertilizers, and other farm implements;

c) Inclusion of case studies in the manuals illustrating the application of the provisions of R.A. 9184 and its Implementing Rules and Regulations Part A to the procurement of seedlings, fertilizers, and other farm implements; and

d) Submission of a training schedule for the roll-out of the Customized Procurement Manuals.

A revised copy of the Customized Procurement Manuals of the DA integrating therein the foregoing conditions and the training schedule shall be submitted to the GPPB-Technical Support Office (GPPB-TSO) on or before 30th of August 2007.

The GPPB-TSO is directed to verify compliance with the foregoing conditions and report to GPPB for confirmation.

This resolution shall take effect immediately.
