Appropriation of Funds for Technical Personal and Civil Assistants in the Office of the Governor-General
Act No. 4006, approved on December 5, 1932, empowers the Governor-General of the Philippines to allocate funds from a previously established annual appropriation of 250,000 pesos for technical personnel and civilian assistants. This allocation can be utilized upon request from the President of the Senate, the Speaker of the House of Representatives, or any department head for the salaries, travel, and official expenses of appointed technical advisers. The Governor-General has the authority to determine the salaries and terms of service for these advisers, but the Act explicitly prohibits increasing the salaries of existing government officials covered by the Appropriation Act. The Act takes effect immediately upon approval.
